Burnaby alleged that Kinder Morgan’s inability to get the proper permits for its Trans Mountain pipeline expansion in place were due to the company’s incompetence, not political interference.
Although the city’s lawyer admitted that Burnaby’s mayor, Derek Corrigan, and most councillors opposed the expansion, this wasn’t proof that staff acted improperly, he argued.
